“23rd & Union” is a docu-drama that weaves real interviews with fictional characters to explore the process of gentrification in Seattle. The film is based on the murder of Degene Dashasa in his restaurant “Philadelphia Cheese-steak” in 2008. The director was friends with Dashasa and shares mutual acquaintances with convicted murderer Rey Davis-Bell. He’s completed interviews with a wide range of people familiar with each man to help interpret the circumstances that led to the shooting.

The movie is an ADAPTED story about Degene’s murder. It is used as a vehicle to talk about the larger story of gentrification in Seattle’s Central District, and tension between the African American community and more recent arrivals such as Ethiopian immigrants and gays in Capitol Hill. According to Flores’ thesis, forces of gentrification follow a recognizable pattern that exacerbates racial profiling and segregation. This displacement particularly alienates men of color and fosters a territorial complex that leads to adverse psychological effects and violent behavior against marginal communities who are often part of the gentrifying process. In Seattle, this anger is often directed toward Ethiopians and gay couples.
